New Zealand First law and order spokesperson Ron Mark is pleased that Police have suspended their business arrangements with the security company which supplied two staff with criminal convictions to monitor a prisoner at Wellington Central Police Station but is concerned about the licensing and vetting processes within the security industry.
 
"The case has highlighted shortcomings around Police use of security services and the vetting processes used to check the suitability of security guards," said Mr Mark.
 
“While the Minister of Police is to be congratulated for her swift action on this issue, it is apparent that the problems in the security industry go much deeper than this case.
 
“It seems that unsuitable people have had no problem gaining security guard licenses and the question must be asked, who is ultimately responsible for the approval of licenses and for the efficiency of the process.
 
“I have also been informed that many people in the security industry are currently operating without licenses due to a stalling of licensing processing.
 
“The Minister of Justice has an obligation to investigate these issues and ensure the public that he will fix these problems before another regrettable incident occurs on his watch,” concluded Mr Mark.

22 June 2006 - The Minister of Police, Annette King and the New Zealand Police were warned late last year about the threat posed to the public by unlicensed guards, the New Zealand Security Officers Association said today.
 
In a letter sent to the Minister in December of last year, the New Zealand Security Officers Association highlighted five cases in which unlicensed guards had been caught stealing from properties they were meant to be guarding. The Minister referred the letter to the New Zealand Police so they could respond directly to the NZSOA.
 
The Police later confirmed that in that two of the five cases highlighted by the NZSOA, licensing procedures under the Private Investigators and Security Guards Act 1974 had not been followed and that offences had been committed under the Act.
 
In one case, an unlicensed security officer received an eight month sentence in the Christchurch District Court in December of last year for using pin numbers for burglar alarms that he was entrusted in the course of his employment with a security company to burgle a property. In a surprising twist to this case, $500 was awarded for emotional harm to the security company who had employed him, the same company that had failed to ensure that the offending employee was licensed.
 
In the other case, another unlicensed security guard working in a public hospital was convicted of theft after stealing money donated by hospital staff to the victims of the Asian tsunami disaster.
 
In both cases, the police declined to bring a prosecution against either the offending employees or their employers, for offences under the Private Investigators and Security Guards Act 1974.
 
The Police told the NZSOA that no regulatory system was perfect and this was aptly illustrated by the fact that wrong element occasionally make their way into the ranks of the police force. They also pointed out that in the two cases in which offences had been committed under the Private Investigators and Security Guards Act 1974, it is unlikely that moves to ensure licensing would have prevented the convicted guards from entering the security industry as the offences they committed in the course of their employment were first time offences.
 
A spokesperson from the New Zealand Security Officers Association said that while it could be argued that no system of regulation will entirely prevent a bad element from entering the industry, there was no excuse for the Police to give up enforcing the law.
 
“Because of previous complacency, a serious situation has now arisen on the doorstep of a Wellington Police Station. In this respect, the Police should accept responsibility for their actions, or rather in this case, their inactions,” he said.

21 June 2006 - Wellington City Area Police are reviewing internal security procedures to ensure there's no repeat of contracted private security firms sending people with criminal convictions to monitor suicide risk prisoners held in the Wellington Central cells.
 
Inspector Peter Cowan, Wellington City Area Commander, said the issues raised by MP Ron Mark in Parliament yesterday, are being fully investigated.
 
Inspector Cowan said he's very concerned that a reputable security firm sent two unlicensed male security officers to monitor a high risk female prisoner being held in the Wellington Central cells overnight on Sunday 11 June and Monday 12 June.
 
"The safety and wellbeing of all people in our care is important to us. We're staggered and disappointed that two people with clearly inappropriate backgrounds were sent to work in a police station environment," Inspector Cowan said.
 
"It's not acceptable and I'll being taking every step to make sure that it doesn't happen again. I've already advised Specialised Guard Services that we're suspending all business arrangements with them pending the outcome of a full investigation into last week's incident."
 
Inspector Cowan said it was important to note that police did not hire the two men concerned, but contracted the company to provide services of licensed guards when required.
 
"The company let us down by sending these two people. Unfortunately the security firm's actions were compounded when police staff incorrectly assumed that the standard security industry background vetting checks and licensing approvals had already been made.
 
"It appears that it wasn't until the police night shift - early shift changeover took place that the security officers' suitability to work in a police environment was queried and their employer advised that the two men were no longer allowed to work in the police station."
 
Inspector Cowan said preliminary inquiries indicate that the guards did not enter the prisoner's cell and monitoring took place from outside the cell. Prisoner activity, and that of people working in the cellblock area, is covered by CCTV and recorded and monitored in the watchhouse senior sergeant's office.
 
"Our inquiry will look at all aspects of the incident, including the actions of police staff. We'll certainly be making sure this unfortunate event doesn't happen again.
 
"I've already directed Wellington Police staff that if and when we need the assistance of any security guards in the future that the backgrounds of individuals will be double checked by us before they are used."
 
Police in the Wellington District have for several years used private security firm staff to monitor high risk prisoners. This frees up police officers to continue to respond to emergency calls instead of having to undertake round the clock monitoring of prisoners at risk of harming themselves.
 
Wellington Police also employs casual temporary jailers to work in the cellblock during busy periods, particularly when cells are being used to help offset pressure on Department of Corrections facilities. Full background vetting checks and training is provided by police on all these temporary police staff before employment is offered.

Unfortunately, no matter how careful we are, chances are good that we will one day be affected by an accident. If the worst does occur, knowing what to do can help ensure that you get the compensation as well as a help you need.
 
Accident investigators suggest that in case of an accident you:
 
1. Stop everything and offer help to anyone who appears to need it.
Whether you are in a work-related accident or a car accident, no matter who is at fault, the first priority is always to take care of those who may have been injured. If someone seems to have internal injuries or is seriously injured, do not attempt to move the person. You may lightly cover them with a blanket, but avoid jostling them, as it can cause further damage.
 
2. Call for help right away.
Today, with cell phones, calling help is often very simple. You'll want to contact the police as well as an ambulance right away. Of course, you also want to wait until help arrives and you want to encourage anyone who was witness to the accident to do likewise. If there is time, call your insurance company as well.
 
3. Exchange contact information with others at the scene.
Again, whether the accident is a personal injury, car accident, or a workplace accident, you may need witnesses or assistance during an investigation. Witnesses can help accident investigators re-create an accident scene and can also be useful in court. In case of a car accident, make sure that you exchange insurance information with the other driver -- even if the accident only appears to be minor.
 
4. Avoid assigning blame or becoming enraged.
Even if you feel that someone else has caused a serious accident, try to keep your cool. Leave it up to the experts and professionals to determine exactly what happened. At the early stages, assigning blame will not likely do you any good and may make the situation far more unpleasant than it has to be.
 
5. Start keeping a paper trail.
Write down your impressions and memories of the accident as soon as you have a spare minute. Keep a journal of any effects you suffer from the accident and keep your proof as well as your records in one file. This file may be invaluable if you seek help in court.
 
6. Seek medical attention
If you've been injured, no matter how slightly, be sure to visit a hospital or doctor right away. Ask your doctor to gather evidence -- including statements, photographs, x-rays, and other materials. This can help you make a claim later on and can help prevent lawsuits against yourself. You may need to sign a release form to ensure that your medical information is available to your investigator or your insurance company.
 
7. Contact all appropriate parties
Once you have been released from the hospital and are back at home, make sure that you contact your insurance company, employer, friends and family, and anyone else you need to contact let them know but the accident. Be sure to continue to cooperate with police, law enforcement, and your insurance company to resolve the matter. If it seems as though the situation is not being resolved to your liking, consider a lawyer or private investigator to protect your interests. If you need evidence gathered for your insurance company or for court, a private investigator is probably your best choice. If the evidence is clear and simply needs to be presented in court, a lawyer may be a good option.

Investigator Warns Consumers on Lookup Scams

PI warns web surfers to avoid fraudulent database and subscription-based skip tracing companies. Ads claiming the ability to locate information via database or subscription service are misleading at best, says Cellulartrace.com CEO Mark McAlpin.

(PRWEB) June 9, 2006 -- Web scams and gimmicks aren’t just reserved to the popular Nigerian Bank account grift, according to investigative company CEO. Cellulartrace.com executive Mark McAlpin issued a warning to consumers Wednesday stating that the bulk of CPC advertisers were not being forthright with the information they were promising consumers.

“When searching the web for a reverse lookup, phone search or email address trace, people are inundated with ads promising such services via database or subscription. In reality they are paying money to search an outdated collectioin of info or purchase a subscription to these "data-less bases." It is fraud of the highest order. People are being led to believe they are getting current information when they are really getting nothing useful at all.” McAlpin stated on the company’s website.

After the media buzz surrounding call records earlier this year, McAlpin says scores of companies or, as he suspects, “the same few companies” replicated with new names wanted to cash in on the popularity of investigative web services. While his attitude seems easy to dismiss as simply opposing the competition, he insists that has nothing to do with it.

“I’m the biggest free-market supporter you’ll find. I welcome competition. If someone thinks they can offer accurate phone searches for less than we can, go ahead—let the market decide. But promising someone a reverse lookup search, taking their money and offering them database rubbish or linking them to another pay site isn’t competitive commerce, it’s fraud.”

He also noted that several companies claiming to perform the type of skip tracing phone search services his company does actually link back to the Cellulartrace.com website after the customer has entered the phone number and paid, creating the illusion that they are somehow affiliated with his site.

McAlpin has a valid point. When we Googled reverse lookup, five of the six sponsored ads were to companies offering database-style searches. As there is no cellular phone number directory, it is difficult to imagine the legitimacy of such offerings. Still, in the interest of fairness we tried three of them.

The first took presented us with an input box, where the number to be searched was entered. After a dramatic pause we were told the info was found. To see it, we had to pay—fair enough. $49 later we were redirected to the reverse lookup searches page of McAlpin’s website.

McAlpin just shook his head. “That’s what these people do. They take your money and pawn you off on someone else. We get a few cancellation requests a day from these company’s customers as they think we have some affiliation with these grifters.”

The other two services also claimed to have found info on the number entered. This time, a subscription for “unlimited” searches had to be purchased. After the money changed hads and the “account” opened, there was suddenly no record of the number. We tried another and another—same result. Finally we entered a few business numbers which the database had. In fact the only numbers the reverse lookup service had seemed to be listed numbers available for free on any number of websites like Infospace.com or AT&T’s AnyWho.com.

“We’d love to have people’s business,” McAlpin admitted. “But more important to the industry and the web is that people are careful not to be taken by cheap promises and empty wording. People need to remember, there is no database for cell numbers or unpublished numbers. Anyone claiming otherwise should be assumed a hustler.”

McAlpin says it is important to realize that there are several legitimate databases available to investigators and such companies are not the target of his ire. His warnings only apply to companies advertising to the public and not selling what they claim.

The Cellulartrace.com website, which offers phone number searches on cellular numbers only, has a series of articles on the fraudulent nature of many cost-per-click advertisers. The series is to conclude with a final piece on 6/21/06.

University Chooses Computer-Aided Dispatch (CAD), Reporting System, and Mobile Solutions to Help Protect Students and Faculty and Improve Efficiency of Rutgers University Police and Emergency Services personnel

InterAct CAD software will provide university communications officers with clear guidance in receiving and managing emergency calls. Rutgers Division of Public Safety plans to use this intuitive telecommunications aid to record incident details and updates, prioritize events and identify the most appropriate response for each incident. Its automatic vehicle locator and mapping functions will save time in mission critical operations. In addition, integration between the CAD and RMS software will eliminate the need for redundant entries.

Additionally, InterAct's CAD system is designed to help speed response times of police and emergency personnel by pinpointing the exact location of 9-1-1 callers. Unlike traditional 9-1-1 trunking systems, which can only identify what dorm building a caller is in, InterAct can integrate with local ALI databases so that dispatchers will be able to identify the caller's specific room and floor number, helping officers or emergency responders get to the scene faster.

The implementation will also vastly improve officer safety. First, InterAct will enable Communications Officers to more easily access information on individuals, locations, and vehicles, including any past offenses and events. Dispatchers will be able to instantly relay this information to the responding officers so they know what to expect when they arrive on the scene. Second, the software will provide automatic monitoring of events to track the progress of responding units in real-time. This monitoring will occur automatically; as soon as an officer is dispatched, a timer will begin to track the incident and remind the dispatcher to check back with the officer via radio or touch screen after a specified time period.
